The house plan in Puglia: except thanks to the changes

The Council of Ministers resolved the waiver of the appeal before the Constitutional Court on the law extending the housing plan in Puglia for 2021.
The entire real estate sector can therefore breathe a sigh of relief.
Il Governo aveva puntato la sua attenzione sulla Legge Regionale 35/2020, che ha disposto la proroga al 31 dicembre 2021 della scadenza del Piano Casa e la possibilità di realizzare gli interventi di ampliamento volumetrico e sostituzione edilizia con premio di cubatura sugli edifici esistenti al 1° agosto 2020.
In fact, therefore, the Regional Law 35/2021 would have allowed to continue to carry out interventions in derogation of the territorial landscape plan (PPTR).
Su quest’ultimo punto è dovuta dunque intervenire nuovamente la Regione, con l’approvazione della Legge Regionale 3/2021, che ha abrogato le disposizioni che consetivano gli interventi in deroga al Piano paesaggistico.
Thanks to this correction, the Government proceeded with the withdrawal of the appeal to the Constitutional Court.
“The decision brings peace of mind to the very important construction sector and to a tool that ensures work, reduction of land waste and legality,” commented Fabiano Amati, chairman of the budget and planning commission of the Regional Council.
The Housing Plan in Puglia is a tool that creates jobs and allows the redevelopment of degraded or abandoned territorial areas, to increase the revenues of the Municipalities by way of urbanization charges, to make investments, to avoid land consumption, to use materials suitable for energy saving, to reduce the discretionary decision chain and therefore to make corrupt activities less likely, so as to introduce greater legality in the public administration.
For these reasons, Amati himself announced that he had presented a bill for the extension of the Puglia House Plan to 2022.
For the real estate sector it would certainly be a big advantage, a House Plan that could also be associated with a broader legislation on urban regeneration and the new population of the villages in the Salento hinterland.
